A step-by-step guide for viewing and paying your San Felipe CESPM water bill online, and details of how the water charges are calculated.
CESPM is the acronym for Comisión Estatal de Servicios Públicos de Mexicali (State Public Services Commission of Mexicali).
Logging in
Go to the CESPM website: www.cespm.gob.mx
Find the box on the top right that says Servicios en línea.
Click on Pagos en línea.
A new window will open.
If you are already registered, enter your user name (Nombre de usuario) and password (Clave secreta).
Click on Continuar to continue. (Skip to the section below titled Online Options for more information.)
Registering Your Account
If this is your first time accessing this website, you will need to register where it says Si aún no cuenta con un usuario Regístrese aquí !!!
You must have a water bill before you can register for the online system.
Click on Regístrese aquí !!!
A new box will open.
Registering: Completing the User Data Section (Datos del usuario)
Enter your user name (Nombre de usuario). It must be 6 to 16 letters and/or numbers in length, with no spaces. Your user name is case-sensitive (Nombre de usuario y clave secreta sensibles a minúsculas y mayúsculas).
Enter your password (Clave secreta). It must be 6 to 16 letters and/or numbers in length, with no spaces. Your password is case-sensitive. Your password must be different from your user name (Nombre de usuario y clave secreta deben ser diferentes).
Confirm your password by keying it in again (Confirma clave secreta).
Optional: Enter your contact name (Nombre del Contacto).
Optional: Enter your telephone number (Teléfono).
Enter your email address (Correo electrónico). With your email address, the water company will be able to email your bill every month as a PDF file.
Registering: Completing the Register Your Account Section (Registro de cuentas de usuario).
You need your bill to fill in this section.
Look at the date on the top right of your bill, where it says Fecha de Vencimiento. Enter the date as dd/mm/yyyy. Be sure to use the forward slant lines. Use numbers for the month, even though your bill shows letters for the month. For example: 14/May/2010 becomes 14/05/2010 Alternatively, click on the calendar provided next to the blank box, and click on the date that represents the Fecha de Vencimiento on your bill. The calendar will put the date in the blank box in the correct format for you.
Enter your account number without hyphens (Número de cuenta) (Sin guiones) You will find this number on your bill next to the word Cuenta. It will appear in this format: 22-333-4444-22. Enter your account number (without hyphens) in the four boxes provided.
Enter your invoice number (Número de factura). You will find this number on the bottom of your bill, where it says No. Factura. The invoice number will be from 5 to 8 numbers in length. (As an example, my invoice number is 7 numbers in length.)
Click on the Add Account button (Agregar Cuenta).
Wait a minute or two. Your account should appear in the next section on the screen.
Continue on to the List of User Accounts section (Listado de Cuentas de Usuario agregadas).
Do not click on Borrar. (Borrar means erase.)
Click on Enter Online Service (Ingresar Serv. Línea).
A new page will open, showing various options for viewing and paying your bill.
Online Options (After You Are Registered)
Click on Factura Actual (current bill). Your current water bill will appear. At the top right, you will see the payment due date (Evite el Corte Pagando Antes de). At the bottom right, you will see the amount due (Total a pagar). In between, you will see other water bill information, such as your meter number, dates covered by this bill, next meter reading date, monthly amount consumed, etc. If you have paid your bill in advance, you will see the amount of credit remaining (Saldo a Favor).
To return to the menu, click on Inicio near the top right of the page. To end your session, click on Cerrar near the top right of the page.
To pay over the Internet, click on Pago por Internet. I have not done this, but there are options to pay with a MasterCard, Visa, or Bancomer card.
To view your previous month’s bill, click on Factura Anterior.
To view your balance, click on Saldo. If you have paid in advance, you will see amounts next to Crédito a favor and under Saldo a favor.
To see your payment history, click on Historial de pagos. You will see a listing of the dates and amounts you have paid.
To see your usage and bill history, click on Lecturas. You will see a listing of the amounts and usage for previous bills.
There are other online options on this page, but the ones above are probably the most useful.
Water Charges
Water is charged on a sliding scale based on usage. The first 5 cubic meters (5000 liters, 1320 US gallons) are included in the base charge of around 40 pesos a month, including IVA tax. You are charged this 40 pesos even if you use no water.
Cubic meters from 6 to 10 are charged at 2.62 pesos each cubic meter (each 1000 liters, 264 US gallons). Then the price increases to 3.51 pesos a cubic meter, and carries on increasing as your consumption increases - by the time you get to 50 cubic meters, it's 10.52 pesos a cubic meter.
There is an online calculator for these charges (select Población 71 for San Felipe).
At the beginning of each year there is a discount for paying in advance.

What a great idea .... on-line water bill payment ! Hats off to Vivian Scott for taking the time to document and share this information. I'm sure that many Americans with part-time homes in the San Felipe area will appreciate this information. More San Felipe services (utilities, trusts, banking, etc.) need similar documentation and this information should be exposed to anyone wishing to purchase property in beautiful San Felipe. I love progress.
