For 2010, the Daylight Savings Time dates for "border areas" in Mexico will be aligned with the dates in the USA and Canada.
A couple of years ago the USA and Canada changed the dates that they start and end DST (daylight savings time, summer time, horario de verano). This has meant that for a few weeks in March and October the time is different in Baja California to that in California.
Doesn't have much of an effect in San Felipe (what's an hour anyway...), except for those that watch satellite TV from California.
It will be different from 2010.
The clocks in San Felipe will go forward each year on the second Sunday of March, (March 14th in 2010) and then back on the first Sunday of November (Nov 7th in 2010). This is the same as (Alta) California.
The change only affects border municipalities, including Tijuana and Mexicali (which San Felipe is part of).
It's unclear if Ensenada (which Puertecitos is part of) is included in the "border area". One published report says it is, but the original bill (PDF, in Spanish) does not include it (nor Rosarito).
The main purpose of the change is to help border areas like Mexicali/Calexico where there is a lot of cross-border traffic to schools and businesses.
Update 2010-Feb-18: the definitive rules (in Spanish) are at CENAM. The whole of the municipality of Ensenada (includes Puertecitos) is indeed considered part of the border time zone area.
