The Mexicali government has proposed increased discounts for early payment of predial (property tax) for 2011. These changes are yet to be approved by the Baja California State Senate, but are likely to be approved, as part of the 2011 budget.
2011 Discounts
The planned discounts are 20% for payments made in January (compared to 14% last year), 10% for February, or 5% in March. After that, the payments become overdue, and eventually attract penalties, although there is often an amnesty for penalties in November or December.
These discounts only apply to the base property tax, not to the "sports facilities" or Red Cross surcharges.
The aim of the discounts is to encourage early (or any) payment. Only around 50% of households in Mexicali (which includes San Felipe) pay at all.
How Much
To see how much your property tax will be, go to the Mexicali Predial page. You will need your clave catastral (it's shown on your previous tax bills).
(update Jan-4) The amouns for 2011 have now been loaded on the website. In general they are about 12% less than last year.
It's also possible to pay online at that site, but is not recommended unless you have no alternative. If you pay with a foreign credit card (such as a US one), that card may be blocked by being used "in Mexico", and there will be a foreign currency surcharge.
In addition, the online payment system has sometimes failed to give receipts, especially if you have a pop-up blocker. There have also been reports of payments made online simply not being credited to the property at all.

Just want to remind EDR owners, if you pay your property taxes on line or in person at the tax office don't forget to give a copy to the HOA office at the Ranch. They require a copy so they can up-date their records, if not Concord may be sending you a notice that you have not paid !!!
